Yes you can get either individual passes or complete package passes. It also depends what day of the week you go so you may not even need them. I just went October 27th 28th and 29th a mon tues wed and the most I had to was was 70 min for hagrid but every other ride was average of 20 min wait which was amazing. Previously I've waited an hour to 2 hours on average but that was during spring break

You can purchase an express pass, however that does not guarantee no lines at all. The lines are definitely shorter on most rides than those with regular passes.
