Both parks are connected by city walk. If you have a ticket to both parks and can walk from one to the other or take the Harry Potter train from inside either part to the other. But again you need to have a ticket to both parks. If you stay on property you can take a bus or fairy to city walk to access both parks.

No you cant walk to all parks. But if you are staying in a hotel they all jave shuttle buses to the parks and that saves you in parking.
