People congregate at the park for many reasons...photo shoots, weddings, soccer practice... If the gathering was small, short duration, and not too loud, you can congregate for any legal purpose. If a large group or rowdy and/or you will be staying several hours in the same location, you will need to contact the park for permission.

You have to call the Park itself if you want to use the gardens for pictures. As far as having a place to party, the picnic areas have to be rented, but they are very affordable. Again, contact Kissimmee.gov for details.
