Depending on events, sometimes parking is free, the walkways are wheelchair and Walkers accessible. No rental golf cart, but staff will pick u up in Golf cart and take u to your area.
There are numerous parking lots. It costs $10 to enter park on weekends, less for seniors, I believe. There are a lot of paved pathways for wheelchairs but no golf carts or shuttles.
Some entrances have $10 tolls to enter during the summer season unless you go in via the Avenue of the Pines or from the Geyser road intersection.

You can use your car to move around
I just went here for the first time yesterday and noticed there were parking lots all throughout the park. It all depends on where you're trying to go. There is a $10 vehicle entry charge also depending on where you're going. As for the golf carts, I only noticed them at the actual golf course.
There are several parking lots all over the state park, i think there's a fee to enter park & that's it
