Picnic area has a fee of $7. Rest of park is free.

Yes it's open to the public. Their wasn't a charge was after 4 p.m. not sure if there's a fee after Labor Day but after 4 there is no fee to get into the park

Yes park is open and active. Many free things to do and see. There are other areas of the park which you have to pay to get in but it is worth it.
