I would like to know how you are punishing the horrible officer who thought it was ok to torture an innocent animal. And what you will be doing to retrain your officers so they never do something like this again Shame on your whole precinct!
The animal had rabies. It had to be killed. So what if the officers had a little fun. Racoon lives dont matter that much.
