About 30mins before they open is a good time however in summer i have heard people lining up an hour before
Volcano Bay is only accessible to people who arent staying at Universal hotels from 10.00am - I recommend getting there 20 to 30 mins earlier. This info is accurate as of last week when I was there.
The universal hotel guests can gain early access from 8am. An hour later at 9 the gates open. This is accurate for April/May as per the sheet they gave me a check in. It seems this might vary in/out of season.
