Everything in the last reply is correct. There are plenty of smoking areas in vocano bay though.
Smoking is permitted only in designated areas at all Universal Orlando theme parks and waterparks, please consult a park map or ask a Team Member. Smoking at Universal CityWalk is permitted anywhere that is not covered by a roof (including the courtyard at Pat O'Brians); cigarette disposal cans are located throughout the CityWalk promenade.
Not sure. I don't think so, because I didn't see many people smoking I think there's designated areas.
