Is there a drop off point so we don't have to pay the parking if only the kids going to Bay?

I would take them by bus and have a preset pickup time and bus home

Not unless your staying in Cabana bay, otherwise you have to walk or take the bus from the parking garage.

To go to Volcano Bay you have to go to the bus station next to the city walk. It is not possible to drive.
