Because you are most likely calling when they're busy. Wal-Mart's are generally busy between the hours of 9am to 9pm. If you don't succeed, try try again. Have fun!

Busy place but they should put a minimum of 2 people to answer the phones. I hate it too it's not just you that asks this question

Realize that Walmart Stores are extremely busy...I think all of us have the same situation when calling Walmart.
The phone is comtantly ringing when I have been in line for a return at the service desk but with a line full of customers theres not much time to aswer the phone. The overflow calls ring at the womens dressing room phone and I've seen them transferring the phone calls to the departments phone number. So basically the customer's that are at the store get service first then the phone customers second.
Too many moving parts.
Because they expect someone else to answer the phone and they can go around looking like they are working. Also, it's not a self service kiosk.
Because most people in this world are very lazy and do not like to do their job. Anytime I've had to call I usually get hung up on.
