Legalizing was supposed to bring the prices down. Is there a reason why dispensaries charge the same as street dealers?

I'm from Oregon but was visiting Illinois and visited this dispensary. Until supply goes up, prices will be higher for a while. They may play with the taxes for a while too until they figure things out. We had a surplus here for a while and prices dropped a lot. Now things are pretty consistent.
