Only place you can "picnic" at Leu are on the wrought iron -style tables and chairs on a patio immediately South of the main building. It's not covered but there's usually shade. There isn't a place anywhere in Leu Gardens to put a blanket on the ground for a picnic, but the patio is pretty nice. From their website FAQ: "Can we bring food? Yes, we allow small bag lunches on the patio of the Garden House Welcome Center. It is first come first serve."
I saw the designated eating area so I don't think it is a problem.

There are no restrictions on bringing food and drinks in.
You can bring food in to the great area by the main house, but I believe no food is allowed in the gardens except for special events, where they will say you may bring a cooler.

I didn't see any one with food. Did see bottle water for $1 at admissions.
