They have walking areas for dogs, but the beaches and trails that I've seen all state that dogs aren't permitted for their own safety (gators, snakes, etc.) It gets pretty hot too, so I don't recommend taking them to the people park. Look up the Bonita Dog Beach. It's a separate area about 2 miles up from the national park main entrance. That is beautiful for dogs! Great way to cool down. There is public free parking on the gravel and then you walk through trails (sometimes waist high water when the tide rolls in) and then you'll come to an opening for the sand bar swimming hole. ****Check for red tide before going - this is hard on our lungs and can kill our dogs. It affects our breathing.
No
Lover's key is not pet friendly, but there's a dog beach not a mile up the road (towards ft Myers)
A couple of miles south of the Lovers Key State Park is Bonita Beach Dog Park, very nice place actually. Lovers key doesn't allow dogs on the trails and on the beach
