As long as the fluids are coming from residential use and not a business, you can bring them to the Household Electronics and Chemical Collection Center (HEC3) located at 2855 109th Ave N (two streets south of the main entrance). There is no charge and the hours are Monday-Saturday 7:00am-5:00pm

I have taken several gallons of oil and coolant to AutoZone before. I guess if you have a large amount, you may want to call Waste Management. Also, I googled Jiffy Lube, supposedly they collect used oil, coolant, transmission fluid and probably heavy oil too....because they probably profit on it. That oil can be broken down and cleaned and reformed and that coolant is recycled and resold too.
