This site does not and I don't believe any of the local city brush sites accept paint for that you can go to the county dump which would be the incinerator off of the 275 Brian Derry area I want to say

No, this is only to dump specific items mainly yard waste (cut branches, leaves etc) you can also take some recyclable items here they have bins for them.

As far as I can tell, from when I've been, they only accept: cardboard and paper recycling, glass recycling, earthen fill recycling, and plant debris recycling with no monetary promotion. The city may be able to answer more thoroughly.
