I would call your local Florida driver's license office and ask if you would need a power of attorney, so as to present that persons documents to your local DL office yourself to be processed r find out if there is such a thing as a mail-in/ or is there a procedure, where the homebound person could write a letter stating their physical condition, accompanied by a doctor's statement to such affect along with the law requirements. Every applicant needs three or four documents since Yr.2010 to become Florida ID compliant. The an extra form may be needed in a case where he/she wanting this ID card, is not the owner of their residence and is only renting that place as a permanent residence.
