Costco's strategy is to not always place the same type of goods at the same place all the time so that you are looking around and discover new items and purchase them.
But the same products comes back, you just never know when. This is not about a product being permanently removed.
That's just how stores like this are. If it doesn't sell enough they will remove and go to a different brand. Sometimes it works out, sometimes not. It's not worth hold the inventory that they have to make bulk deals for if that bulk won't move.
