If you are applying for a first time passport you must appear in person. You can make an appointment at https://www.thepassportoffice.com/orlando-passport-services.php if you are traveling in less than 30 days. If you are traveling beyond 30 days you have to apply at the post office or court house.
I do not think so. There are some things that you need to sign while in the office. Plus you will have to go to the court house as well.
