is there a personal age restriction for owning a car with historic plates? Can an 18 year old own one? If not, can he drive his parents historic vehicle? it's a 25 year old vehicle

You should call the insurance agency itself...my impression is that anyone of any age can own a classic car, however insurance rates can be dependant on ages of the drivers

Plates have nothing to do with the driver. It's the age of the car. And long as you add them on your policy you should be good.
