How can I get in waiting list? Do I need to put some money down?

Go to the office, fill out an app, take $15 cash for app fee. ***update: they now have a 3 year wait list***

I Just call 3/9/2022. Lady says the waiting list been close for 2 years, she dont know when they will open the waiting list back since they are 100% occupy.
