Our parish is staffed by the Priestly Fraternity of St. Peter (FSSP) who were invited here in 2014 by Archbishop Gomez especially to serve people who desire the sacraments according to the 1962 rites in the Archdiocese of Los Angeles (not just the traditional Latin Mass, but also Baptism, Penance, Marriage, Last Rites, and preparation for Confirmation.) Archbishop Gomez consecrated our parish in 2018, and he has not placed any restrictions on the Masses (or any other sacraments) offered here according to the 1962 liturgical books. Last week the FSSP released a decree by Pope Francis that he grants its members the faculties to carry out the sacraments and other sacred rites, pray the Divine Office, etc. according to the liturgical books from 1962.
As with all important matters, particularly church matters, read up, do your research. Then you'll know why St. Vitus parish is, as you say, "open." I don't work there. I go to mass there when I can.
