About Kaiser Permanente, I live in Santa Clara county, and wish to use a Kaiser in Santa Cruz county, such as Scott's valley.... I live closer to Scott's valley than San Jose, is that a problem to use different locations?

Just be aware that many specialists are not in SV yet. Primaries have become really busy since they opened.

Not a problem, you can use any Kaiser clinic as long as you are Kaiser member.
