Why don’t the people at the Housing Rights Center want to do the job of investigating discrimination? The phone call I had was so negative and dismissive—it’s like they’re paid to be rude and to practice zero phone skills.

Sorry you had that phone experience. I've never called in, but I would recommend walking in and receiving counsel if possible. I don't think investigating discriminstion is a service they provide. But, they can give you the resource of Fair Housing in order for them to investigate your claims of discrimination.
