I have the following questions:
1.) Is it open now?
2.) Can I park my car here?
3.) Some one told me that only group people can go to preserve, not individual. Is this true?
4.) If the above question 3 is true, what should I do to visit here?

It is always open. Plenty of parking available. You can go as an individual. I even go on night hikes and mountainbiking and it is just amazing.
