How come there is no way to find out if the pier is open? There is no one to answer the phone for inquiries. Is it too hard to post some information on its web site?

Update: Yes the pier is open and you can drive down to it and park, but there is parking lot work going on and the parking lot is 50 % open . Also the gate to enter is automatic and opens at 7am and closest 7pm. But you can exit at any time.

It's open you need to look at the San francit wildlife refuge for times

I don't think anyone manages this pier. Someone just comes to close or open the gate. I think the hours are 8am till sunset.
