Are you referring to an already mounted toilet seat. If so the tightening nut breaks off during install so it doesn't get overtightened. If it has come loose you will need to get screw driver, pop open mounting caps so you can access the screws. They are all plastic parts. Get pliers and hold the plastic lock and tighten screw.
