If you have your own camera, no it doesn't cost nothing. It's a public park.
You can call the kc parks department. I know you have to reserve the large shelter at the east end of the rose garden. I think that as long as it is a small group, there's no problem. People take photo shots there all the time! It's when you block access to others.

Public parks are indeed that, your photographs should be completely allowed. Otherwise posted that no photography is allowed. Even then, "pubic accesable area, carry more weight in the park. If theres a corperate event, I'd place the lens away from that event, but bring up the fact a private event is taking away from public documentation.
No not that I know of, buttt.. that being said. Passed about 4 p.m and on weekends its more of a family park
