East Jesus itself is dog friendly and requires you to put your dog on a leash. East Jesus exists in an off grid community where the norm is to let dogs and cats roam free. East Jesus' neighbor rescues cats. There is a cat at East Jesus, Lil Baby Jesus, so if your dog is a chaser, keep that in mind.
If your dog is pet friendly, why not. Though keep him/her on a leash and be careful to the possible pieces of glass on the ground. It can be very hot too, don't forget to give them water while visiting ;)
Probaby but there are wild dogs running around and cats that might not like it since they live in parts of the painted rock so that might not be cool.
