Are roads to here safe for cyclist.

I've seen a cyclist up there but i would not feel very safe. Most of the drivers take it pretty slow but the road is narrow and flanked by a rock wall.

Hello, how do I get to work at the US Observatory

I ended up riding up. It's a great ride. There is traffic but they tend to be polite. Most people up there are not angry commuters. Some do like to drive their sports cars fast but they give you space.

I use to ride up there very often, year round. Road and dirt. Never had any problems with vehicles. Not really for beginners or kids though.
