Report it to animal protection
To report it to the ASPCA, (Society of Abuse Against Animals) they come, see the situation, and they remove all the animals, and they put a fine for mistreatment. The County Shelter in the Doral would only accept the animals if the owner delivers them. And there are REPLETES of abandoned dogs.
