I'm not positive but I think only rescues can put holds on animals with a 48 hour pick up.
I believe you can reserve to pick up a dog, but it's for a limited time. They can also add you to a queue for a particular animal you want to adopt, in case the other person who was interested in adopting doesn't show up or changes their mind.
