Yes you can. If he's an outside cat and you feed him .. not yours, but the neighborhood cat, they will neuter/spay and vaccinate for free!!! Just take the cat to the rear right of the facility and tell them you are there for TNR. Bring him in some kind of cage or box that allows breathing and they will move them to their cages.
