Use an eye class screwdriver. Bought at Walgreens. Works great. Or a small allan key.
A tiny screw driver. Sometimes they are straight slot, some times Philps, and sometimes a hex key, usually SAE but sometimes metric. If the towel rack is off as you imply, take it with you to the store. A sales associate can help you get the right tool at least cost.
