Description: I make appointment for behind the wheel driving test for October 23 at 3:45 pm but in that time my father is busy, so how can I edit the time to make it in the morning?

Best to see if someone else can still take you. You can always arrive early and explain your situation, but no guarantee. I wouldn't arrive late.
