Also, check with the dealership where you bought the car or the person from whom you purchased it and make sure THEY have sent all the paperwork they needed to send.
I personally picked them up (in person) after I applied AND got all the paperwork needed to register my vehicle. Once I turned everything I needed in, they handed me my plates. If I were in your position i would call them to make sure everything was in order. Hope this was helpful!
