When doing a metal roof on a double wide does the metal go straight on the plywood or does it have to be put on tuba fours before you put the metal on

The manufacturer recommends laying synthetic underlayment on top of the decking and high temp ice and water in all valleys. Never put a metal roof over existing shingles.

I believe they can put it on the plywood if the wood isn't rotted or compromised
