Certain rides aren't, but the Park is. I've never been on the dragon coaster because every time I've tried there has been a storm in the area.
The park stays open but the mechanical rides all close until they get clearance.
Yes they close down some rides but there are plenty of indoor things or rain-sheltrred things to do in the meantime!
