You can take a personal kayak to either Babb Landing or Steffee Landing at the paddle center. That's the one I would recommend. There is no launch fee at either but you'll have to carry your kayak pretty far to launch at Babb.
You could but I would not advise it wakiva river is much better and goes into st. John's plenty of places to camp along the route as well..not sure about a launch fee
