Yes. Depending on how far South you plan on kayaking, check-in with the Rangers. If you plan on kayaking South to the Deep Hole you will need a permit (which is easy to get at the Rangers station).

It's almost always high enough to kayak in the upper lake. The airboat was giving rides last week, and probably still is. I'm not sure if the river is flowing though. I believe it is, but I'm not sure. The water level is far below the dam at the upper lake.
