Downtown you cant use their bathroom unless you purchase something. It's the area you're in. Go to the outlying towns like Carrollton they won't do that. They can't be expected to cater to the massive homeless population. If you go to the library downtown you can't use the bathroom due to the crowd of homeless washing in there.

Most of the time you have to purchase something to get water for free unless it's extremely hot. But always remember it's at their discretion.
