We went last weekend and it was a disaster. I'd day go early and get a spot in the parking lot and walk over. You will get ticketed and possibly towed if you try to park past the bridge.
Once you're past long beach it's all resident-only parking, even on side streets. Your best bet is probably to park at long beach and walk to doggie beach.
