There are no picnic tables or grills but nobody would prevent you from laying out a cloth and having an al fresco lunch on Custom House Square Park.
There is Custom House Square, which has grassy areas that could be used for picnics.
Not a picnic area as such since it is an urban setting. You could sit by the docks or you could drive down to nearby Fort Rodman or the beaches to picnic.
