I've had both good and bad experiences. My last primary care doctor was from Haiti and I had a difficult time understanding her. She wrote her notes in Creole which made translation almost impossible. Keep in mind that the VA is social medicine. Nothing is elective. On the positive side, there are many people who are good and actually care for their patients.
