Why would an item be put for sale if it doesn't have a tag - especially when it cannot be sold without a price tag? Perhaps someone should be present to authorize the sale on those situations.

Agreed, this policy is to keep people from removing tags and trying to get a lower price.

It's to discourage people from taking the tag off, and try to get it for less. Annoying for the honest folks though.
