No they don't they help who does right from wrong kids aren't bullied they discharge bad kids who do immature stuff
Being from there, you are correct. And I'm more than aware of the fight that occurred there. I don't know if you are talking about the one I saw. However, they try to have some discipline in the shelter which they should NEVER be "selective" the structure will only fall as time goes on. Also, DO NOT assume you'll be 100% safe there like I tried to do. The staff are poorly trained in self defense and conflict de-escalation and they will fail you. They failed me and I took my defense in my own hands, which got me thrown out but in one piece. I'd rather be alive on the street than be sleeping being stabbed to death by a schizophrenic teenager off the streets because the staff wouldn't take me seriously. Even in the shelter I never really trusted the staff in protection and defense. But they had some good advice, which I already knew but is always helpful regardless.
