My Brother is Active Military member, am I allowed to wait for him inside the USO while he's flying from Fort Leonard wood to LAX? I am his older brother and am a veteran but I know USO only caters to Active military members and their families.

I don't think it's their policy to allow it.

You may be able to wait in their lobby. They do have a few chairs there, but that isn't for sure. You could wait outside but the parking is only for 15 minutes

Military retiress are allowed to use the LAX USO on a space available basis. The staff at the USO may allow you to wait inside since you are waiting for an active military member, but you probably will not be able to use the facilities. I recommend you call them directly to find out.
