Is the beach open to non county residents? If so, what are the hours? Can you sit on beach with tent?

I believe there is camping, overnight, a few. Not sure about county residents? I'm not from California and I only paid a fee.

Yes it is open and I was there yesterday until 7:40 PM hade a great time
