If all of your strings are good, you can actually download a free guitar tuner app on your phone and tune it yourself. Keeping them in tune is something you must do regularly. Make sure you are in chromatic tuning setting and start with the heavy top E string. Then A, D, G, B and high E. Careful not to overtighten them or they could break.
Paying a tech just for tuning is more money than it's worth. and won't last very long. Itvwould be like paying someone to comb your hair. For the same money, a clip-on guitar tuner can be purchased, and free online tutorials will teach you the basics of setup, tuning, and maintenance.
