If you are referring to the touch pool...it is inside Aquarium area...at specific times. If you want tide pools they are up and down the coastal cliffs...Cabrillo Beach toward Pt. Fermin or Royal Palms...I suggest ...

If you still have problems finding the tide pools once you get there, go to the information booth at the aquarium and ask for a (free) map of the coastal park. That will show you not only the tide pools, but the two beaches and the salt marsh as well. They will also be able to tell you the height of the tide and best viewing time.
The tide pools are located South of the aquarium & South West of Cabrillo Beach. Getting there requires some pretty rugged rock hopping!
