"Parking is available at Cabrillo Beach. The parking lot opens at 5:30 AM and closes at 10:30 PM. Parking is free for the first 20 minutes and then is $1.00/hr to a maximum of $9.00 per day. Payment is made in cash or with a credit card." ▪There's multiple pay-machines in the parking lots that'll take your payment and issue you a receipt to place on your dash face-up so the meter reader can see you've paid for your space. ▪Eveyone's allowed to visit free for 20 min but if you decide to stay it's wise to pay for the parking pass. Handicapped stalls are provided and everyone pays the same to park.

It is not free. $1 an hour sounds right but I know it's a $67 ticket if you don't pay.
You can park for free on the side streets but you do need to pay roughly $1 per hour durring business hours to park in the lot.
